La política de desalojos en el fin del mundo: el caso del Municipio de Ushuaia, Argentina, en el período 2007-2015

The objective of the present work is to analyze, in an analytical and critical way, the role of the local State, in relation to the promotion-prohibition of access to the city, in the case of habitat self-production and, in particular, Of the expulsion mechanisms of the city promoted at local level, constituted in the articulation between local executive power, private security forces depending on that same level of state, provincial judicial power and public security forces dependent on the provincial executive power. With this aim in mind, the approach of a case with an epicenter in Argentina allows us to recognize the alliances between actors, to delegitimize that mode of self-production of the city and to maintain a housing policy where evictions constitute a central axis. Througha case of eviction, in the Barrio Los Lenadores, in the city of Ushuaia, in the Province of Tierra del Fuego, where multiple public and private actors of different scales were articulated, the different stages of the conflict were investigated and the resolution of the same, to recognize the territorialized characteristics of the policy of evictions perpetrated by the local State. From the analysis of secondary sources and the construction of data, we can affirm that in the period 2007-2015, the municipal housing policy was characterized by limiting the expansion of the city and disciplining the inhabitants on the forms of access to the city, through forced evictions as a mechanism to contain the growth of informal settlements. Priority was given to transferring land to legal entities of an associative type (mainly trade associations), promoting access to land only for sectors of the population organized around formal employment.
