Abstract COVID-19 posed unprecedented challenges for public schools nationwide. It was a stress test, requiring districts to implement new policies—notably, shifting to a virtual format—on the run. Union City, Union, and Roanoke each developed effective responses. Union City enlisted a cache of coaches to prepare a new curriculum appropriate for online education and held professional development sessions nearly constantly. It supported students by distributing laptops and delivering meals. Union built on its already-existing virtual learning program and worked hard to supply all students with technology and online access. It provided teachers with professional development in distance learning. And when students were able to return to the classroom, the district ensured their safety by requiring masks in the teeth of a hostile political environment. Roanoke was initially unprepared but school resumed in fall 2020 with a hybrid schedule, enabling students to learn part-time in person, masked, and part-time virtually.
