Deviation Settlement Mechanism for Improving Grid Frequency Regime in India

As invariably there would be some amount of deviation from the schedule, however small it may be, for a dynamic system like, power system, there is always a necessity to evolve Deviation Settlement Mechanism (DSM) which is logically acceptable to the stakeholders. India being a developing country with resource crunches over the passage of time from hitherto isolated systems gradually developed state-grids, regional-grids, and then national-grid by 2013. During the journey with the availability of energy as well as power, excursion of frequency has narrowed down. Regulations too have allowed to achieve this. Over the years accordingly de facto DSM has undergone changes. Now with the present scenario and to progress further in this context in a simple, yet in an effective manner to be operative, a new mechanism has been illustrated based on primarily System Marginal Price (SMP), supplemented by a few feasible components. The latter include a few measurements in time slots of power, energy, frequency, etc. involving simple calculations.
