In the case of SFN, the existing broadcasting standards such as ATSC 1.0, and DVB-T/T2 have been introduced and widely used for more than 30 years. Although various solutions from various manufacturers have been distributed, a separate monitoring system must be developed based on the ATSC 3.0 standard. This is because the existing DVB-T/T2 and ATSC 1.0 systems transmit studio signals to each transmission site based on the MPEG-2 Transport Stream (TS), whereas ATSC 3.0 is an all-IP terrestrial broadcasting standard. This is because it is delivered in the form of UDP/IP packets. In short, SFN network monitoring aims to manage each device that configures the SFN so as not to cause an RF MUTE situation, that is, an OFF-AIR failure. This paper deals with the development of an integrated monitoring system, which is essential for the stable operation of a single frequency broadcasting network (SFN), to provide nationwide terrestrial broadcasting services based on the ATSC 3.0 standard.
