Politics of drought under Bolsa Família program in Northeast Brazil

•The impetus to reform drought response has relatively decreased rent-seeking and clientelism in certain policy areas.•However a negative resilient state persists even after reform.•Drought has an ability to bring to the fore the limitations of policy intervention.
