Welcome to the first Smart Energy Grid Security Workshop -- SEGS'13. SEGS'13 is held in conjunction with the 20th ACM Conference on Computer and Communications Security in Berlin on November 8, 2013. Recently, interest in smart grids has increased dramatically. Since the power grid is one of the most critical and pervasive infrastructures in modern societies, security and privacy are of great importance and are non-negotiable requirements to enable a large scale rollout of the smart grid. At the same time, classical security controls from the IT world often cannot be easily adapted to function in a smart grid setting where geographical distribution, resources, protection goals, and potential impact of an incident impose new challenges for security research. In this workshop, we aim to give academia a forum to present their ideas, and additionally involve different stakeholders in the power industry to foster future collaboration and help researchers focus on applicable solutions. The SEGS'13 call for papers attracted 27 submissions from Asia, Europe, South America, and North America. The program committee carefully reviewed all of the submissions and accepted the top 12 research papers covering monitoring, standards, privacy, and protocols for the smart grid. The program also includes a keynote speech by Erwin Kooi from Alliander on "The Future of Smart Grids" and a panel titled "Aligning Academia and Industry" featuring power industry experts Michael John from Elster, Erwin Kooi, and Jos Weyers from TenneT.
