From EBDA to BAHIATER: public services of ATER in Bahia

The main purpose of this paper is to contribute with the discussions about the public services of Technical Assistance and Rural Extension (ATER). It is intended to discuss how a replacement of the Company of Agricultural Development of Bahia State (EBDA) by the Superintendence of Technical Assistance and Rural Extension of Bahia State (BAHIATER) has affected these services in "Diamond Plateau", semiarid of Bahia. Besides this paper has as goal to point out the incongruities between the guidelines of the National Agency for Technical Assistance and Rural Extension (ANATER) and the national law of on Technical Assistance and Rural Extension (ATER Brazilian law), and also how this impact this region, and similar areas. The article was made up through bibliographic and field research, with staff of two institutions: in 2013 with EBDA staff, and in 2016 with BAHIATER staff. It was found that by the end of 2016, the institutional arrangement of Bahia State does not contributed to better ATER services in "Diamond Plateau", and as a consequence, the regional development of family farming was barely stimulated. It was verified that incongruities between ANATER/ATER Law can make more complex the ATER services in similar regions as in this study.
