Managing evacuation of multiclass traffic flow: Fleet configuration, lane allocation, lane reversal, and cross elimination

•We propose a novel explicit objective function of minimizing ENCT, and prove that the explicit objective function is equivalent to the original definition of ENCT.•We formulate a multiclass traffic dynamic evacuation planning (MTDEP) model with the multiclass fleet size, lane allocation, lane reversal, and cross elimination at intersections.•We develop a Kriging surrogate-based optimization (KSBO) algorithm for the real-world network to reduce the computational burden.
