Expansion Planning in Restructured Active Power Distribution Networks Considering Agents’ Investment Budget Uncertainty

In this paper, a multistage expansion planning model is proposed to address the joint expansion of distributed energy resources (DERs) as well as the distribution network assets taking into account the role of stakeholders and the uncertainty associated with their investment budgets. In this regard, the aims and techno-economic constraints of the distribution system operator (DSO) and distributed generator owners (DGOs) are modeled in the planning of a restructured active power distribution network. Furthermore, the uncertainty associated with the agents’ investment budget is addressed through a stochastic model. Using linearization techniques, the resulting stochastic mixed integer linear programming model is implemented on a 54-bus test distribution network, where the results illustrate the effectiveness of addressing stakeholders’ role and investment uncertainty in the joint expansion planning of distribution network assets and DERs.
