This paper introduces the Inverter Based Resource Monitor (IBRM), a new behind-the-meter synchronized measurement unit (SMU). The IBRM is a highly precise and low-cost SMU that can be easily deployed and connected with inverter-based resources (IBRs). It performs real-time voltage and current waveform measurements and functions as a phasor measurement unit (PMU) with ultra-fast synchrophasor reporting rates. To enable precise synchronized waveform measurements, the IBRM implements a novel dual-core design that significantly reduces the sampling delay in the microprocessor. The IBRM is also capable of capturing high-fidelity waveform measurements, including waveform distortions, high-order harmonics, and wide-band oscillations that are commonly found in high IBR penetration power grids. A prototype of the IBRM is built to evaluate its functions and measurement accuracy under both ideal signal generators and an actual off-grid inverter test bench.
