This paper addresses the optimal control problem of connected vehicles with range-limited communication and communication delays. Firstly, we propose a novel non-model-based control strategy for connected vehicles under the effect of range-limited communication and communication delays. Meanwhile, a new optimal controller are introduced without depending on the model of dynamical systems, such as the drivers parameters. Moreover, stability criteria of the system and the convergence of the proposed algorithm are presented. Finally, the stability of the system and the convergence of the optimal control algorithm are verified by a numerical example.
