•The Co@NC-A catalyst was synthesized from the Co(OH)2 nanosheets template.•The Co@NC-A demonstrates remarkable HER/OER catalytic activity and stability.•DFT has been calculated to reveal decreased energy barriers for improved kinetics.•Electronic modulation and structural morphology synergistically boost activity.
