Frequency Dynamics-Constrained Unit Commitment with High Penetration of Wind Power

With the increasing penetration of wind power, the inertia level and primary frequency response (PFR) capability in the power system will continue to decline, which seriously threatens the frequency stability of power system. To enhance the frequency stability of power systems with high penetration of wind power, this paper proposes the frequency dynamics-constrained unit commitment (UC) with wind power participating in frequency regulation. Firstly, the frequency dynamics in power system including wind power frequency regulation is analyzed. Secondly, the frequency dynamics constraints about the rate of change of frequency, frequency deviation and quasi-steady-state frequency deviation are derived. Then, the UC model with linearized frequency dynamics constraints is constructed. Finally, case studies on the modified IEEE 39-bus system are carried out, and the effectiveness of wind power in participating in frequency regulation of UC is verified.
