Under the two-carbon development goal, the national requirements for the supervision and management of coal-fired captive power plants and the participation of coal-fired captive power plants in the grid interaction are further strengthened. Coal-fired captive power plants and their high energy consumption enterprises are in urgent need of seeking a new low-carbon development path through technological upgrading and innovation research, but there is no set of low-carbon supervision and low-carbon development evaluation system for coal-fired captive power plants. Therefore, this paper proposes a set of low-carbon supervision and low-carbon development evaluation system for coal-fired captive power plants by using superiority chart method. The indicators and evaluation methods proposed scientifically quantify the low-carbon development level of coal-fired captive power plants, which is conducive to guiding the low-carbon transformation and upgrading of coal-fired captive power plants in a better way, so as to promote the standardized low-carbon operation and orderly development of coal-fired captive power plants. At the same time, it is of great significance for the government to strengthen the low-carbon regulation of coal-fired captive power plants, power grid enterprises to strengthen the grid-connected management and efficient regulation of coal-fired captive power plants, and to help improve the safe and reliable operation capacity of coal-fired captive power plants and the consumption of new energy.
