To fill this gap, urban experts from the respective countries who have a deep knowledge of the local context gathered detailed information about private cities in four major developing countries—the Arab Republic of Egypt, India, Indonesia, and Pakistan—with the cities classified into company towns, mixed cities, and strategic cities. The collection process took place between October 2019 and February 2020 (Indonesia and Pakistan), between December 2019 and August 2020 (Egypt), and between August 2020 and March 2021 (India). The city selection criteria included: (1) urban development led by at least one private actor or happening through a public-private collaboration with significant contributions from private actors; (2) the area covered by the agglomeration exceeds 2.5 square kilometers; and (3) the area had observed mixed land use.
