While the locality remains rural, most of the surplus remains associated with agricultural activities, but after it urbanizes, its better connectivity to markets, together with land development, and with service provision, typically results in diversified economic activity and much higher income levels. Who captures this gain over time remains critically important for the viability of a private city. Viability depends on financial considerations, as the returns of the private actor must at least compensate for the investments it made to develop the city. But it also depends on political considerations, as some stakeholders may lose, while others may consider that they did not get their fair share. This possibility appeared in the proposed analytical framework, which showed that urban outsourcing allows maximizing the surplus of the locality but benefits all stakeholders only if accompanied by significant redistribution.
