Hype: A Data-Driven Tool for Smart City Profile (SCP) Discrimination

Over the last decades, Information and Communication Technology (ICT) has become more and more present in city systems as an answer to tackle urbanization issues, leading to the concept of a smart city. However, local authorities may have difficulties handling the complexity of developing pertinent smart city use cases efficiently and matching their strategy to reach urban sustainability. We propose a smart city profile computation as a first step to identify the city’s profile, to better know its situation, and whether it is coherent with the followed strategy. The smart city profile is analyzed based on simplicial complexes, topological objects. We present a tool named Hype developed to compute simplicial complexes and Q-analysis, a method that analyzes the structural connectivity of the simplicial complexes. Finally, an application is presented to compute the profile of the city of Paris based on data publicly available.
