The clash between continued public governance and intruding market ideology in the university system produces widespread disruption. It also politicises university governance and generates new forms of mobilisation and new possibilities for change. Academic staff and students, with wider public constituencies, have responded to the marketising pressures in universities, reasserting and realigning public service values and ethos. The chapter tracks responses across a range of countries, focusing on the leverage these campaigns have gained within universities and the wider policy demands and impacts of these interventions.
