摘要
This paper introduces an advisory software tool that utilities can use to ensure reliable and resilient power supply and delivery. This is done by computing implementable energy and reserve schedules using an automated algorithm named implementation-aware Tool for Reliable and Resilient Operation of Power Systems (iTROOPS). Its most general use is to diagnose major power delivery bottlenecks and compute/suggest corrective actions for enabling feasible and implementable power delivery. The method is fundamentally based on AC Optimal Power Flow (AC OPF) rather than the DC Power Flow- based security-constrained economic dispatch tools utilized in the industry. As such, it captures complex implicit inter-dependence of energy and reserve brought about by the real power-voltage coupling. Therefore, it ensures the implementable reserve by optimizing schedules of both real power and voltage. The paper presents a case study of a modified IEEE 14 bus system and ISO-NE system with demonstrated benefits that include avoiding voltage collapse and wind spills.
