A Resilience Assessment Framework for Coupled Power and Communication Infrastructure

In this paper a resilience assessment framework is introduced to model the effect of extreme events on interdependent power and communication infrastructure. A Geographic Information System (GIS) implementation is presented to generate extreme wind events based on historical trends for a given geographic region. A Markov Chain model is developed to couple power and communication nodes. A case study using a standard IEEE test system located in Florida is used to provide a proof-of-concept for the developed methodology and enables analysis of the interdependencies of the different systems. The novel framework can be extended to other damage mechanisms, such as flooding, or cyberattacks, as well as to incorporate other systems (e.g., transport) in follow-up work.
