Digital transformation, technology andinnovation in Brazilian states: the pathways proposed by governors elect 2023-2026.

Digital Transformation encompasses major changes taking place in society, the economy and governments through the modernization of governance, management and use of digital technologies. In Brazil, where the Federal Government plays a leading role in the innovation agenda, it is also up to the states to develop scientific and technological development initiatives. To glimpse the rumors of this agenda for the next government cycle (2023-2026) at the subnational level, this article analyzed 1,343 proposals from 82 candidates for Economy Governor in the 2022 elections, 619 related to Digital Government, 363 with Digital and 361 for Citizenship Digital. All political parties presented proposals for the theme. "innovation", "technology", "digital", "transparency", "system" and "Digital Transformation" were the most frequent key terms in the proposals. Preliminary analyzes show a favorable environment, especially for the Digital Government theme, which presented the highest number of proposals (46.4%) from candidates for governor and (45.4%) from elected governors. The results point to paths for Digital Transformation and Innovation in the Brazilian states for the next four years, especially with the appropriation of such projects by elected governments and society in general.
