Prioritizing participatory planning solutions: Developing place-based priority categories based on public participation GIS data

•Place-based prioritization model based on frequency of use and the perceived quality places was developed.•Development priority -category places found most often in transportation settings and in continuous urban fabric.•High share of the Development priority places was associated with lower quality of life of individuals.•The development priority areas overlapped with the existing planning areas of the city of Espoo.
