•Adding ZIF-8 could endow Ni-based catalysts with porous and hierarchical structure.•The addition of ZIF-8 could influence the ratio of Ni/NiO, and modulate OER activity.•0.075Ni/NiO-NCNFs could achieve 20 mA cm−2 at 210 mV in 0.1 M KOH solution.
