Dual Satellite Bistatic Sar Constellation Mission for SDGS

The 2030 Agenda for sustainable Development was launched in 2015 and the 17 Sustainable Development Goals (SDGs) were put forward. Earth surface movement is related to several SDGs targets and indicators. Synthetic aperture radar (SAR) could measure the land surface motion using interferometric formation. In order to assess and promote the progress of SDGs implementation, we propose a dual satellite bistatic SAR constellation mission to meet the commitment by Chinese government during the High-level Dialogue on Global Development in 2021. The mission is composed of two satellites, each with the active phase array antennae scanning ±30 o in the azimuth direction. The large squinted angle with a large baseline between the two satellites allows bistatic InSAR observation, which could retrieve the real 3-D surface motion vectors. The proposed mission provides one solution for the future China SDGs satellite constellation plan.
