In this paper, the impact of major road tunnels' failure on the operational efficiency of highway traffic network system is presented. A road traffic topology network based on the specific global positioning systems and geographic information of the main highway network is established. The road tunnels in this road network are considered as important nodes. A double -weighted network in terms of the traffic flow and physical length of the road is thus proposed to evaluate the efficiency of the network. Then, the topological property of this road network can be analyzed by using the network theory. The road network for Suzhou city in Jiangsu Province is adopted for the applicable example. The vulnerability of Suzhou road tunnel traffic network is carried out under two failure scenarios, for example, the sequential failure and random failure of tunnel nodes. Then in the specific case of extremely heavy rainfall weather, this paper analyzes the flood damage of each important tunnel node and the whole highway network's topological structure with the rise of flood water level in ArcGIS.
