•A novel model is proposed for an Arctic maritime mass rescue event.•Two heuristic approaches are designed to help to warm-start an exact solution method.•Transportation decisions are shown to be the bottleneck in the region.•Infrastructure is analyzed in terms of how it improves the response capabilities.
