US public sector innovation programmes

It is commonly believed that the public sector is not amenable to innovation. However, as argued elsewhere in this volume (Leyden, 2015), public sector innovation, like its private sector counterpart, is driven by goal-oriented entrepreneurial behavior, and necessary to that public sector innovation process is a public sector environment supported by a legal and administrative framework enabling those in the public sector to create and exploit an entrepreneurial social network, containing within it incentives to engage in the innovation process, and a set of institutional arrangements that mimic important competitive-market forces.
