•HTL of starch was investigated with single catalysts and homogeneous + heterogeneous co-catalysts.•K2HPO4 + Co-Mo/γ-Al2O3 (1:1, w/w) provided the highest yield and energy recovery in biocrude.•Biocrude from HTL with K2HPO4 + Co-Mo (1:1, w/w) had a larger portion (61 wt%) of lighter components.•Homogeneous + heterogeneous synergistic catalytic HTL reaction pathways were proposed.
