•A core–shell NP is proposed by sequential ion implantation.•The flexible modulation of plasmonics is realized in frequency and spatial domains.•Enhancement of interband absorption and fine-tuning of plasmonic absorption.•Surface modification of Au NPs with tunable carrier concentration and mobility.•Enhancement of third-order nonlinearity by 4.4 times than traditional Au NPs.
