A model of evaluation of project implementers in technical assistance and rural extension

The evaluation of technical assistance and rural extension projects has always been a problem to be solved. Using the theoretical contributions of efficiency and satisfaction, this paper proposed a new model for this evaluation. A case study (Bahia Productiva Project) was used as object to make an application of this model. This case study began by using Data Envelopment Analysis (DEA) to determine the list of companies executing Technical Assistance and Rural Extension (ATER) in relation to their efficiency. After that project stakeholder satisfaction data from these same companies, made available by the project management entity, was also used. As a new proposed evaluation model a joint matrix was elaborated based on these satisfaction and efficiency indexes, thus obtaining four (04) typologies of the companies regarding their indicated values. It was observed that, with the results exposed here, this new evaluation proposal will allow public managers a more assertive and objective analysis of these executing companies. Therefore, it is noted that this article innovates by proposing an evaluation model of the executing institutions of Technical Assistance and Rural Extension and then applying it to a project with the use of national public resources and also international sources.
