The Informatics Law (LI) instituted with incentives a Public Policy whose objectives are the strengthening of technological training with incentives to innovation and competitiveness in the Informatics sector. It established specific guidelines for qualified goods of national technology, and thus created the main Indicator for evaluating the results of this Policy. The purpose of this article is to present how this happened, contributing to the understanding of how effective the use of incentives or incentives for technological development is. Evaluations related to the results of these guidelines, in addition to being relevant indicators in the assessment of technological training and competitiveness, show how strong their causal relationship with Education is, making it an indicator of great significance. The methodology consists of a qualitative approach, descriptive and explanatory research, with documentary procedure and case study, and based on the method of the technique of descriptive textual analysis.
