•Heterostructured Co4N/CeO2 nanoparticles are prepared using bimetallic BTC MOF.•The rough surface and mesoporous structure enhance exposure of active sites.•Abundant heterointerfaces and oxygen vacancies offer effective active sites for OER.•Co4N/CeO2-2.7 exhibited low overpotential and Tafel slope with superior durability.
