•BiOI/rGH composite photoelectrode was prepared by three-step method.•Electronic structure and oxygen vacancy of BiOI/rGH were regulated by pre-oxidation.•The BiOI/rGH photoelectrode exhibits excellent PEC degradation of phenol.
