Support from Governance, Leadership and Smart People in the context of Smart Cities Development

The context of smart cities has been increasingly recurrent in world literature. The present study aims to analyze the contributions of leadership, governance, and people to the development of smart cities. To achieve this objective, the methodology Methodi Ordinatio was used, and data was collected from Scopus, Science Direct, and Web of Science using the following keywords combinations: smart cities, smart governance, smart leadership, and smart people. The results of the analysis reveal the importance of people acting with intelligent practices, as well as the need to encourage leadership and governance strategies. If there is a link between these three pillars, with the intention of sustainable development aimed at the common good, the chances of institutionalizing smart cities are greater. The study's conclusions point to the need for interconnection between individuals, leaders, and governments for a city to develop intelligently, therefore, having identified the absence of a concept that encompasses the three dimensions, this article contributes to an expanded conceptualization of smart cities.
