Nowadays the world faces a wide range of complex challenges and threats to its security. The origination of modern threats, among others takes into consideration the proliferation of weapons of mass destruction (WMD) and their delivery systems. Rapid advances in science and technology, have proven to be misused by terrorist groups who develop the necessary knowledge and capacity to turn them into Chemical-biological-radiological and nuclear (CBRN) threats against the civil population. Adequate response and cross-sectoral cooperation in case of emergency situation is the base for low number of casualties and fast localization of the threat sources. Risk Registry platforms used to optimize the CBRN and critical infrastructure attacks are important crisis management capacity tools which need to be further developed using the nowadays information and communication technologies (ICT). Identifying and formulating registry algorithms containing documented cases of executed threats in these thematic areas, including the technological side of attacks, is very important for tactical planning and optimizations. In our paper we will describe a system implemented as a Risk Registry platform used for table top or field test exercises in cases of CBRN response by teams in Bulgaria, Greece, and Cyprus.
