•An integrated top-down and bottom-up modeling framework was developed.•Improving energy efficiency will reduce SO2, NOx, and PM2.5 by 33%, 35%, and 8%, respectively, by 2030.•The share of kilns equipped with BECCS will increase to 68–75% by 2060.•Biomass production will require 7–11 km3 of water and 3–4 Mha of land by 2060.
