•PDA is helpful to the tight CO2-catalyst interaction and the activation of CO2.•The formation of oxygen vacancies and exposure of ZnO(101) planes are related to PDA.•PDA benefits the uniform dispersion of the active components.•The chemical states of Cu and Fe can be controlled by adjusting the amount of PDA.
