•The research gives a novel combination of mechanically alloying and high-pressure sintering to introduce ultrafine/nano structure.•An in-situ alloyed ODS alloy system is fabricated by utilizing Ti element to introduce oxides particles.•As Ti content increase, the grain sizes of matrix and precipitates tend to decrease.•Orowan strengthening and grain boundary strengthening play a primary role.
