•A quantitive method for assessing the labile Ca% in steel slag was proposed.•PHREEQC modeling results fit well with carbonation tests.•Brownmillerite is the main low-reactivity Ca-bearing mineral.•Each ton of steel slag could approximately capture 250 kg CO2.•Calculated theoretical labile Ca fits well with experimental labile Ca.
