摘要

•Mixed valence Ce doping forms multiple doping energy levels in TiO2 and enriches its Ess.•Multiple levels and abundant Ess greatly enhance CT efficiency from substrate to molecule for boosted SERS.•SERS EF of Ce0.010Ti0.990O2 is 2.2 × 106 and detection limit is 10−10 mol/L.•Ce0.010Ti0.990O2 SERS substrate shows a high uniformity and stability.
