•An inexpensive method to achieve PPE LiNbO3 substrates for enhanced photoluminescence (PL) intensity and shortened lifetimes with concentration dependence.•Enhancing the Raman signal of R6G dye and PL intensities of DCJTB molecules 13 times and 10.26 times, and reducing the lifetime by 22.63% compared to untreated.•A perspective method for designing a PL-active lithium niobate substrate using photoinduced metal deposition with concentration dependence.
