•Microwave-assisted high-pressure water enhanced S. glaucescens fucoidan yield•Subcritical water extraction can directly generate oligo-fucoidans.•Fucoidan extracts promoted human follicle dermal papilla cells proliferation.•Fucoidan extracts enhanced IGF-1 and LEF-1 gene expression and promote hair growth.•Low molecular weight fucoidan has hair growth-promoting activity in C57BL/6 mice.
