DEVELOPMENT OF THE CADASTRAL INFORMATION SYSTEM OF THE STATE OF COLIMA IMPLEMENTING ELECTRONIC SIGNATURE SERVICE

Information and communication technologies have strengthened the citizen-government relationship, however, the inclusion and compliance of public policies may be affected. In Colima, the Cadastre Directorate (DC) has operated the Cadastral Information System (SIC) since 2009, but the technology in which it was developed was exceeded to provide support to new information needs. The objective of the investigation was to implement the electronic signature in the "Proof of nonownership", developing the Cadastral Information System of the State of Colima (SIASEC). A mixed methodology was followed for research and the Agile Unified Process for the software engineering process using open access technologies. In results, SIASEC offers a modern and functional architecture, its resources make it easy to adapt components and electronically sign the "Proof of non-ownership"; therefore, the autograph signature of the director is dispensed with. In addition, it connects and exchanges information with web services of other dependencies; verifies and generates payment orders in the Secretary of Planning and Finance (SEPLAFIN) and obtains information from the CURP in the National Population Registry (RENAPO). Therefore, the citizen can receive information and documentation without having to go to other offices, once the payment is accredited, the document is delivered. In conclusion, the DC takes advantage of the infrastructure and information of other areas to provide added value to the procedure when it is issued with an electronic signature, benefiting the citizen with the availability and streamlining of the procedure.
