•We develop a model of spatiotemporal fishing behavior in catch-share fisheries.•We extend RUM models of fishing behavior to include a lease market for quota.•We demonstrate the importance of our approach for predicting out-of-sample policies.•We show ecosystem-based policies can distort price signals in rights-based fisheries.
