•It is often assumed that most biomass is consumed in fire.•However, often only “fine” biomass (<6 mm diameter) is consumed.•We present allometric equations to quantify the mass of fine fuel in shrubs.•Planned burns reduced fine fuel loads, but above-ground biomass losses were small.
