Legislatively mandated implementation of medications for opioid use disorders in jails: A qualitative study of clinical, correctional, and jail administrator perspectives

•Implementation of medications for opioid use disorders (MOUD) in jails has been limited to date.•Massachusetts passed a legislative mandate to pilot administration of all MOUD in jails.•Outer context factors included impact of the mandate and system-based characteristics of individuals detained.•Inner context included agonist medication administration, leadership, and collaboration.•Inter and intra agency bridging factors were critical to implementation.
