•Thio-terpyridyl derivatized ITO and ITO-Au for electrochemistry of Ce3+/Ce4+ ions.•Redox conversion rates and electrodeposition by cyclic voltammetry and amperometry.•DFT for geometry, energy levels and thermodynamics for Ce-terpyridine complexes.•Thermal CO oxidation and electrochemical CO2 reduction activities were examined.•Interfacial energy level alignment at the interface of ITO-Au and thio-terpyridine.
