Conclusion: Institutional Reform, Governance, and Services Delivery in the Global South: Issues and Perspectives

This chapter synthesizes the dynamics, strategies, competencies, and capacities through which institutional and governance reform shapes the delivery of public services in the Global South. Drawing on the cases and reviews of practice, this volume concludes that the successful delivery of public services in the Global South is largely dependent on the nature of institutional and governance reform. The volume unpacks several key elements of such reform: transparency, accountability, corruption control, trusted leadership, public sector innovation, and developing civil society. The absence of these elements contributes to institutional weaknesses and a governance deficit, making the delivery of quality public services difficult. Context-appropriate institutional and governance reform initiatives are warranted to ensure the quality delivery of public services in the Global South.
