The social construction theory of socialism with Chinese characteristics requests the innovation of social governance, which proposes the new demands to improve social governance, stimulate the vitality of social organization, innovate effective prevention and dissolving the social contradiction system and improve the level of social governance. In the field of environmental protection, in addition to improving the consciousness of citizens and production technology, and increasing the intensity of punishment, in environmental protection, the governance main mode of "a leading and multiple subjects" can be taken, which is to take the government as the leading and the social organizations and citizens as the participators.
