To promote the upgrading and transformation of China's international trade, it is necessary to implement environmental protection regulations to intervene and balance the relationship between forest product trade and environmental protection. In order to obtain accurate evaluation results of the trade competitiveness of forest products under the condition of implemented environmental protection regulations, this paper proposed a Forest Product Trade Competitiveness Evaluation (FPTCE) model based on the improved artificial neural networks (ANN). First, the paper expounded the current situation of China's forest product trade and summarised environmental protection policies and measures that are relevant to forest product trade; then, based on the Data Envelopment Analysis (DEA) and the Environmental Directional Distance Function (EDDF), the performance index was calculated, and the dependency relationships among the implementation degree and effects of the environmental protection regulations and the trade competitiveness of forest products were analysed based on the calculation results. After that, this paper constructed an output-oriented Environmental Protection Regulation Performance Index Measurement (EPRPIM) model and the mentioned FPTCE model, and achieved scientific evaluation of the trade competitiveness of forest products based on the LM-optimised back propagation neural network (LM-BPNN). At last, the effectiveness of the models had been verified by experimental results, and the research in this paper provided a reference for accurately evaluating the trade competitiveness of other export commodities under the condition of implemented environmental protection regulations.
